James is an infrastructure and transport economist based in England, with considerable experience across Asia and the Pacific. He is an experienced team leader for multi-disciplinary global teams who are developing integrated plans, appraising proposals, and providing institutional strengthening to the international development sector.


Since 1997, James has worked in the Pacific and has completed assignments in Fiji, Niue, Nauru, Samoa, Solomon Islands, and Vanuatu.  He has spent a considerable amount of time in the Pacific, often going in-country for several weeks and months, he understands the importance of working alongside people, not just fly in/ fly out. 


James brings strengths in strategic and operational policy development, economic governance, economic and financial appraisal, and contract management. He has a calm energy, coupled with a focus, enthusiasm and a sense of purpose when it comes to inspiring and managing teams, and he can work well on his own. 

He has worked directly for all the main ODA organisations active in the Pacific, including Ministry of Foreign Affairs and Trade, Asian Development Bank (ADB), Australian Department of Foreign Affairs and Trade and World Bank


Over the past 15 years James has developed a considerable expertise and track record in climate and disaster risk adaptation, working in studies across the transport sector, and incorporating these factors into a number of plans and strategies. 


James holds a BA (Hons) in Industrial Economics and an MA in Transport Economics and is a chartered member of the UK Institution of Highways and Transportation. 

When not working, James is an active member of his local Lions Club.
